Frisco Attorney sentenced in oil and gas scheme

Frisco attorney Kelly Gordon Rogers was convicted of first-degree felony theft for stealing $1.3 million from investors in fraudulent oil and gas schemes. He was sentenced to 20 years in state prison on May 28 and ordered to pay a $10,000 fine and $50,000 civil penalty.

Rogers, 55, stole money from investors who purchased royalty interests in non-existent oil and gas drilling projects, according to officials with the Texas State Securities Board. Officials described his victims as an Oklahoma oil and gas investor, two partners in a separate Oklahoma investment company, a neighbor in Frisco, and a longtime acquaintance.

Rogers used the investors’ money for personal expenses and to try to acquire interests in unrelated projects, such as a coal mine in West Virginia, officials said. He shuffled money around to try and keep the scam going, they said.

Rogers has faced other allegations of fraud over the past decade, officials said.

In 2007, the U.S. Securities and Exchange Commission filed a civil injunction against a group of financial companies and promoters that included Rogers who were offering fraudulent high-yield securities offerings.

Oryx Petroleum Corporation Limited announces testing confirms discovery Offshore Congo (Brazzaville)

CALGARY, March 4, 2014 /CNW/ - Oryx Petroleum Corporation Limited ("Oryx Petroleum" or the "Corporation") today announced that the testing of the E-1 exploration well targeting the Elephant prospect in the Haute Mer A license area in Congo (Brazzaville) confirmed the discovery of natural gas and crude oil previously announced in September 2013. Oryx Petroleum has a 20% participating and working interest in the Haute Mer A license area.

Commenting today, Henry Legarre, Oryx Petroleum's Chief Operating Officer, stated:

"We are pleased with the testing of the Elephant discovery which will serve as a building block for our operations in Congo (Brazzaville). Overall the test results confirmed the previously announced discovery. Moreover, the three DSTs conducted confirmed the excellent reservoir properties of the sand channels as well as some of the fluid characteristics. We look forward to working with our partners to appraise the Elephant discovery and adding to our resource base in the Haute Mer A license area."

Elephant Testing Program and Results

On August 3, 2013, drilling of the E-1 well reached a total depth of 2,497

metres using the Jasper Explorer Drillship in 550 metres of water 80 kilometres offshore Congo (Brazzaville). The E-1 well was targeting a deeper turbiditic Tertiary play similar to the play being exploited in fields adjacent to the Haute Mer A license area, such as the Total operated Moho Bilondo producing field and the Chevron operated Block 14 in Angola. Primary targets for the E-1 well were the N5 and the N3 reservoir intervals in the Miocene Tertiary.

Shwe Natural Gas Project - Offshore Technology

The Shwe natural gas project comprises the Shwe, Shwe Phyu and Mya offshore gas fields located in Blocks A-1 and A-3 of the Bay of Bengal, Myanmar. The project is backed by Myanmar, China and India. It is being developed by a consortium of six companies led by POSCO subsidiary Daewoo International, which is also the operator of the project.

Key players involved in the project are Daewoo International, Myanmar Oil and Gas Enterprise (MOGE), Oil and Natural Gas Corporation (ONGC) Videsh, Gas Authority of India (GAIL), Korean Gas Corporation (KOGAS), and China National Petroleum Corporation (CNPC).

First gas from the Shwe project was achieved in July 2013 from the Mya field and commercial production started in August. The project is expected to be fully operational by mid 2014 and will produce around 500 million cubic feet of gas a day. The gas will be sold to China National United Oil Corporation (CNUOC) for 25 to 30 years.

Top Ten Biggest Oil Spills in History

1. Gulf War Oil Spill | 325,000,000 gallons
When Iraqi forces retreated from Kuwait during the first Gulf War, they opened the valves of oil wells and pipelines to try and slow down the advancing American troops.
The resulting oil slick covered an area just larger than the island of Hawaii.

2. Ixtoc 1 Oil Well | 140,000,000 gallons
In June 1979, an oil well in the Bay of Campeche collapsed after a pressure buildup ignited with an explosion.

3. Atlantic Empress | 88,300,000 gallons
In July 1979, two full supertankers collided off the coast of Tobago in the Caribbean Sea, resulting in the largest ship-based oil spill in history. Both vessels began to leak and caught fire. The fire on the Aegean Captain was quickly subdued, and the damaged vessel was towed to safety. The Atlantic Empress was not so lucky. The fire could not be quelled, and the vessel was towed out to sea until it exploded 300 miles offshore. 26 crew were killed in the disaster.

4. Fergana Valley | 87,700,000 gallons

Almost 88 million gallons of oil spilled from an oil well in the Fergana Valley, Uzbekistan.
While the spill didn’t receive international recognition when it occurred, it is the largest inland spill ever recorded.

Shell dumps $12.5 billion Louisiana gas-to-liquids project December 9, 2013, oilpatchasia

Royal Dutch Shell plc said Friday it won't move forward with the proposed 140,000 barrels per day Gulf Coast gas-to-liquids (GTL) project in Louisiana and will suspend any further work on the project.
Shell said it has “taken the decision that GTL is not a viable option for Shell in Noeth America, at this time, due to the likely development cost of such a project, uncertainties on long term oil and gas price and differentials and Shell’s strict capital discipline.”
Shell and Governor Bobby Jindal had announced in September this year the site for the project in Ascension Parish. Shell would have spent a minimum of $12.5 billion under agreements with Louisiana for the project, which would have created 740 direct jobs. CEO Peter Voser said Friday, “We are making tough choices here, focusing our efforts and capital on the most attractive opportunities in our world-wide portfolio, to add value for shareholders.”
“Shell thanks the Governor of Louisiana, his staff, Parish officials, regulators and the community for the opportunity to consider locating this project in Louisiana, and the company looks forward to continuing a long, successful relationship with the state,” the company said in a statement.
